Progress:

Huge performance gains but no power management aside from Powermizer
fglrx has its own scheme for hybrid graphics, and we do not know how this is going to connect with our work.
Questions:
Q: how to test for tearing like the X quadrants? (automated)
A: The whole desktop will tear, so it should be readily apparent visually, not sure how this could be automated
A2: in case of the open source drivers it's possible to test by creating a dummy program that references a dma-buf object on both cards.
For example with something similar to intel-gpu-tools/tests/prime_nv_pcopy.c test_semaphore().
