Internet phone calls are practically free within a provider's network. Because phone calls over the Internet are as cheap as e-mail, many people have expressed fears that advertisers might abuse the service by making annoying telemarketing calls at low cost.
However, in spite of media reports about the potential for abuse, no actual case of "spit", or "spam over Internet telephony", has yet occurred. Nonetheless, legislators, network operators and the manufacturers of Voice over IP equipment are all working together to make sure that such a nuisance does not arise in the future. Unsolicited marketing calls to private households are already illegal in many countries, whether they are carried over fixed phone lines or the Internet. Such restrictions are currently being extended.
E-mail advertising (commonly called "spam") depends on technical tricks to conceal the source of the mail. In Internet telephony, all connections take place between two known end systems. This means that the originator of an illegal marketing call can always be determined. Another big difference is that, whereas spam was not recognized as a severe problem with e-mail service until relatively late, VoIP network operators were aware of the danger in advance, and steps were taken in the early phases of network construction to protect the technology from abuse by advertisers. Such steps include filters to prevent such calls automatically.
